The most serious finding in the sector, and the one that never appears on a checklist. It is caused by unwanted alarms, and it is fixable.

Non-compliance with the Regulatory Reform (Fire Safety) Order 2005 is a criminal offence carrying unlimited fines and, in serious cases, up to two years’ imprisonment. For student HMOs there is a second enforcement route through the council: licences can be refused, conditioned or revoked, and improvement and prohibition notices can stop a property being let. For larger purpose-built schemes, the Fire Safety (England) Regulations 2022 add specific duties on residents’ information and, for taller buildings, on fire door checks. Universities and nomination partners increasingly ask for evidence of a current assessment before placing students.
