Why Student Housing Is Different

The Alarm Nobody Believes

Ask any operator what their biggest fire safety problem is and the honest answer is unwanted alarms. Toast, aerosols, steam and vaping produce so many activations that occupants stop evacuating — and an evacuation strategy that occupants have learned to ignore is not a strategy. Reducing the cause is a fire safety measure, not a facilities-management convenience.

  • Cluster flats need a clear strategy, stated plainly. Whether the building operates simultaneous evacuation or a defend-in-place arrangement determines the compartmentation, the detection design and what residents are told. Where the strategy has drifted from what the building was designed for — usually after refurbishment — the assessment has to say so.
  • Unwanted alarms are a fire safety problem. Detector siting relative to toasters and shower rooms, detector type, and cooking arrangements all drive the rate. Every unwanted activation erodes the response to the real one, and a building where residents routinely stay in bed during an alarm is a building with a serious finding.
  • Turnover erases institutional memory annually. Everything the previous cohort learned leaves in June. Induction, signage and the clarity of the strategy have to work for people who arrived last week and have never been in the building before.
  • Bedroom and flat entrance doors take heavy use. Hundreds of closures a week, plus propping, plus damage. Closers fail, seals get damaged, and doors that were compliant at handover are not necessarily compliant in year four.
  • Student HMOs and PBSA are governed differently. A shared house let to five or more students from two or more households needs a mandatory HMO licence, whatever the number of storeys. Purpose-built schemes are usually outside HMO licensing but carry the full weight of the Fire Safety Order and, where the building is high enough, the Fire Safety (England) Regulations 2022.
  • Escape routes fill up in September and June. Move-in and move-out weeks put suitcases, boxes and furniture on protected corridors and stairs for days at a time. It is predictable, which means it can be planned for.

Non-compliance with the Regulatory Reform (Fire Safety) Order 2005 is a criminal offence carrying unlimited fines and, in serious cases, up to two years’ imprisonment. For student HMOs there is a second enforcement route through the council: licences can be refused, conditioned or revoked, and improvement and prohibition notices can stop a property being let. For larger purpose-built schemes, the Fire Safety (England) Regulations 2022 add specific duties on residents’ information and, for taller buildings, on fire door checks. Universities and nomination partners increasingly ask for evidence of a current assessment before placing students.

Frequently Asked Questions

Does student accommodation need a fire risk assessment?
Yes. Whether it is a shared house let to students or a purpose-built block, the common parts are non-domestic premises under the Regulatory Reform (Fire Safety) Order 2005 and a suitable and sufficient assessment is a legal requirement. Since section 156 of the Building Safety Act 2022 came into force on 1 October 2023, it must be recorded in writing in full together with the identity of the person who carried it out.
Is a student house an HMO?
Usually. A property let to five or more people forming two or more households requires a mandatory HMO licence, whatever the number of storeys — the three-storey element of that test was removed in October 2018. Most student houses of four or more sharers will also fall within additional licensing schemes where the council operates one, and Manchester and several neighbouring authorities do. What can we do about constant false alarms?
Treat them as a fire safety issue rather than a nuisance. The usual causes are detector type and siting relative to toasters, grills and shower rooms, and they are frequently correctable — changing detector type in kitchens, repositioning, adjusting cooking provision, and in some buildings reviewing the alarm's cause-and-effect programming. The activation log is the starting point, and we ask for it before the visit. A building where residents have stopped evacuating is the finding, and reducing activations is the remedy.
Should our building evacuate simultaneously or stay put?
It depends on the construction, not on preference. A defend-in-place arrangement relies on each flat being a fire-resisting compartment capable of holding a fire for long enough — if that compartmentation is not intact, the strategy is not safe. Refurbishment is where this most often comes unstuck, because service penetrations breach compartment lines. The assessment establishes what your building can actually support and whether what residents are told matches it.
Do the Fire Safety (England) Regulations 2022 apply to us?
The duty to give residents information about fire safety, including about fire doors, applies to all multi-occupied residential buildings with common parts. The additional quarterly and annual fire door check duties apply to buildings over 11 metres in height. Many purpose-built student schemes are above that threshold; converted houses are not. We confirm which duties attach to your building as part of the assessment.
When is the best time to survey?
The summer turnaround is ideal — the building is accessible, rooms are empty and any resulting work can be done before the new cohort arrives. We can also survey during term time, sampling occupied rooms with appropriate notice. Booking early for summer matters, because every operator wants the same eight weeks.
Do you work with universities and PBSA operators directly?
Yes, for single buildings and for portfolios. For multiple properties we can align the reporting format so findings are comparable across the estate and can be prioritised centrally rather than building by building.
