Every landlord of an HMO, a block of flats or any let building with shared areas is a "responsible person" under the Regulatory Reform (Fire Safety) Order 2005 and must ensure a suitable and sufficient fire risk assessment is in place. You can appoint a competent assessor to carry it out, but the legal duty stays with you.
This checklist mirrors how a professional assessment is structured. It's a genuinely useful self-check โ but it is not a substitute for a competent person's assessment, which licensing officers, insurers and lenders will expect to see.

Sources of ignition (heaters, electrics, cooking, smoking), fuel (furnishings, waste, stored items) and oxygen that could start or feed a fire.
Everyone in and around the building โ tenants, visitors, anyone sleeping on the premises, and anyone who may need help to escape.
Judge the risk, remove or reduce hazards where you can, and put in place detection, escape routes, fire doors, signage and emergency lighting.
Record the significant findings and action plan, prepare an emergency plan, and tell tenants what to do. Recording in writing is required where five or more people are employed, and is expected for HMOs and flats.
Review regularly โ at least annually and whenever the building, its use or its occupants change significantly.

High-rise note: in blocks over 11 metres, the Fire Safety (England) Regulations 2022 require quarterly checks of communal fire doors and annual checks of flat entrance doors.
